About Vivek Chandra

Dr. Vivek Chandra is the CEO and founder of Gulfstream LNG, a 4 MTPA export project under development in Louisiana, USA.  The project, has secured a 500 acre deepwater site, received its US Government DoE Export Permit (for FTA nations), executed a feed gas transportation agreement, and has selected its key technical partners.  It expects to begin its FERC permitting process in the near future.

Dr. Vivek Chandra was the prior CEO for Texas LNG LLC, a company developing a 4 MTA (In two phases) LNG export project in South Texas, USA.  The project, which he founded in 2013, has received the coveted US Government FERC permit, has finished FEED engineering (over 200,000 engineering hours of work to date) and has secured market interest in excess of first phase capacity. Construction is expected to begin in 2024, once all the permitting, financing, and commercial aspects of the project are secured. Samsung Engineering has a minority stake in the project. The Managing Member for the project is Glenfarne Group, an energy infrastructure firm.

Vivek Chandra is also the Principal of Kerogen Consultants, a boutique gas and energy advisory firm based in Melbourne, Australia. His extensive international gas experience includes roles as senior executive with a mid-sized gas-focused E&P company in Australia, founding a sovereign energy investment company in the Middle East, marketing gas produced & transported via an international gas pipeline company in the UAE, and promoting an LNG export project in Alaska. He has also served in a variety of technical, financial and commercial roles with ARCO International Oil and Gas Company and Schlumberger Overseas, both in North America and SE Asia.   and a partner in Petroleum Resolution Envoys, providing dispute resolution services. 

He has degrees from the Colorado School of Mines, USA (BSc. Geophysical Engineering), University of Pennsylvania, USA (MSc. Energy Management), the French Petroleum Institute (Graduate degree in Economics) and Deakin University, Australia (Masters in Commercial Law) and PhD in International Law (thesis on the UN Law of the Sea and Maritime Boundary Disputes in areas of Hydrocarbon Potential) from Deakin University, Australia.  He is an active member of Association of Petroleum Negotiators (AIPN), Fellow at the Singapore Institute of Arbitrators (SIArb), Society of Petroleum Engineers (SPE), and Chairman of the Melbourne Petroleum Club.

Vivek Chandra is the author of Fundamentals of Natural Gas, a bestselling hardcover book published by Pennwell, publishers of Oil and Gas Journal and other leading industry books and manuals. The first edition of the book was published in 2006, and the second edition was published in 2017.  Book can be purchased from the publisher or from Amazon.com. He is also the author of The Law of the Sea and Maritime Boundary Disputes in Areas of Hydrocarbon Potential: A Review of Global Hot Spots, published by Routledge / Taylor & Francis in late 2023.
